Term Definition
Baseline The starting value of an indicator collected at the beginning of implementation is the reference point for measuring future results.
Data Collection Method The specific technique used to gather evidence, such as surveys, interviews, focus groups, or observation.
Data Source Where the evidence comes from, categorized into Primary (collected directly from stakeholders) or Secondary (existing information).
Evaluation A systematic examination of a program used to generate learning regarding its performance and results.
Expected Results The specific outputs and outcomes a project commits to achieving are pulled directly from the Logic Model.
Frequency The schedule or intervals at which data for a specific indicator will be collected (e.g., annually or quarterly).
Indicator A specific unit of information that provides evidence that progress is being made toward a result.
Logic Model A visual map of a project’s intended path, including the inputs, activities, outputs, outcomes, and impact.
Monitoring The systematic process of collecting and reviewing information about a program during its implementation to track progress.
Performance Measurement Framework (PMF) A Results-Based Management tool used to plan data collection and track progress toward project outputs and outcomes.
Qualitative Indicator An indicator that captures experiences and perceptions to understand the dimensions of change behind the numbers.
Quantitative Indicator A numerical indicator used to measure scale and allow for comparison (e.g., percentages or headcounts).
Target The specific value or condition an organization wants an indicator to reach by a certain point in time.
