Transitioning from a PMF to an Operational M&E Plan

A PMF defines what to measure, but it does not specify how day-to-day data collection is executed. That is the job of the M&E Plan.

Once the PMF is finalized, the team develops an M&E Plan by:

  • Creating Data Tools: Designing survey forms, interview guides, and observation checklists.
  • Training Data Collectors: Ensuring staff use collection instruments consistently.
  • Allocating Resources: Budgeting required funds for M&E field activities.
  • Scheduling Learning Reviews: Planning reflection activities throughout the project life cycle.
