The Ultimate Outcome (Outcome 1000)
At the apex of the RWVL framework sits Outcome 1000:
“Increased enjoyment of human rights by women and girls in all their diversity and the advancement of gender equality in Nigeria.”
In practical terms, Outcome 1000 means that more women and girls across Nigeria are able to exercise the rights they already possess, such as accessing healthcare without needing permission, remaining in school free from harmful traditional practices, or conducting advocacy without fearing for their safety. Every activity delivered or reported on must be able to trace a direct line back to this ultimate outcome.
The Three Intermediate Pillars (1100, 1200, 1300)
Outcome 1000 is supported by three intermediate outcomes, which function as the three structural pillars holding up the entire project:

- Pillar 1100 (Organizational Sustainability): Focuses on strengthening Women’s Rights Organization (WRO) capacity, resource mobilization strategies, operational efficiency, and sustainable feminist leadership.
- Pillar 1200 (Programming & Advocacy): Focuses on inclusive program design, grant disbursement, maintaining feminist hubs, media campaigns, and technology utilization.
- Pillar 1300 (Platform Effectiveness): Focuses on social movement building, evidence-based research, feminist convenings, and alliance coordination at local, national, and international levels.

⚠️ The Danger of “Short-Circuiting”
A common error in donor reporting is claiming that a low-level activity (such as Output 1222: deploying a media campaign) directly achieved the Ultimate Outcome (Outcome 1000) without demonstrating the intermediate steps.
In M&E practice, this is called short-circuiting reporting an output without proving what immediate capacity, skill, or access it generated.
